Problem browser keeps opening a new tab each time ......

Hello,
I would really appreciate some help with this.
I recently started using Chrome and love it.
But i noticed that now each time i open the browser and open one tab, say i want to access a legit website (say www.cnn.com), the browser will automatically start opening several tabs each time it gets a javascript or cookie( i think).
Noticed that this problem happens also on firefox on the same PC.
I tried to uninstall and reinstall chrome and still have the same issue.
Is there some options i can change to stop this issue.

1. Click Tools icon, and then select Options, click Basic tab.
2. On On Startup section, click Open the home page.
3. On Home pagesection, click Use the new tab page.
