plugin or hotkey to open 'star' > 'edit'? bookmark to folder

I would like to be able to create folders when I make bookmarks. I know to bookmark to folders you can just drop-drag the website icon from the adressbar into the folder on the bookmark toolbar, but sometimes I got to add a folder. So I go to 'star' > 'edit' (I've got Chrome on a Dutch PC, so 'edit' might be 'browse' or something).

Is there a hotkey that opens this dialog? Or a plugin that does that?
